This mark is an unstamped Massachusetts Department of Public Works disk. It is literally only a few feet away from a NGS disk ("X 37", with PID MY2101), but is definitely not the same mark.

The mark in question is located in the northwest section of the bridge carrying Union Street over the Sudbury River in eastern Ashland, Massachusetts. The western end of the northern stone wall of the bridge ends at the beginning of a metal guardrail - while "X 37" is on the water side of that wall, in the top of the abutment, this disk is in the stone curb at the foot of the wall on the road side.
