White granite monument dedicated to James D Ross, who was instrumental in the creation of Victoria Park in 1887. The stylized monument features his name and a carved marker surrounded by flat area suitable for sitting.

Ross was a noted barrister and artist who resided in Truro near the end of the 19th century.

He was the driving force behind the creation of Victoria Park in 1887. He convinced several civic-minded families and landowners to donate land for the park. Over the years there have been several acquisitions, increasing the Park's size and attractions.
