This is a statue approximately in real life scale of general Humberto Delgado. It's made of bronze and placed on a discrete stone plinth. In this representation the general is wearing his uniform and partially wrapped in the National flag.
Why here? Because, as the plaque explains, the general was acclaimed in Porto on the 14th of May 1958. The monument was inaugurated on the 14th May 2008. More about the general in the Wikipedia URL provided.
