Lalor was most famous for leading the Eureka Rebellion, an uprising by miners against colonial forces and mine authorities in Ballarat in 1854. After the stockade in Ballarat where he was injured, he found refuge in Geelong where he recovered from having his left arm amputated. He later became a senior politician, and died in 1889.
The blue and white Eureka flag he is carrying simply displays the Southern Cross. It has become a powerful symbol for many working people.

This sculpted bollard is one of the iconic colourful bollards along the Geelong waterfront. These wooden characters depict the fascinating history and development of Geelong. They were created between 1994 and 1999 for the Geelong City Council by Jan Mitchell (1940-2008), who was assisted by carver Pieter Roos and artist John Starr.
