Im Vorgarten des 1913 erbauten Rathauses symbolisieren ein Anker und drei Bronzetafeln die Städtepartnerschaft mit Rochefort-sur-Mer (Charente-Maritime) in Frankreich. Der Anker wurde - wie auf der kleinen Plakette zu lesen ist - der Stadt Papenburg von der Stadt Rochefort-sur-Mer anläßlich der Partnerschaft beider Städte am 10. September 1988 geschenkt.

In the front yard of the 1913 build City Hall symbolize an anchor and three bronze plaques the partnership with Rochefort-sur-Mer (Charente-Maritime), France. The anchor - as you can read on the small plaque - was given to the city of Papenburg by the town of Rochefort-sur-Mer on the occasion of the partnership between the two cities on September 10, 1988.
