This cut mark is on the side of bridge 149 on the Leeds Liverpool Canal.

The bridge known as Mill Hill Bridge, was built as an accommodation bridge for a nearby farm around 1796 when the canal was extended from Gargrave to Burnley. The outer edge of the arch of the bridge is painted white and the cut mark on a number of nearby bridges been painted black which really makes them stand out. In this case however it has been cut to the right of the arch and is unpainted.
