This monument pays tribute to Trooper Ralph C. Springer, an Oregon State Police officer who was killed as the result of an off-duty airplane accident. Trooper Springer was killed when the ultra-light airplane he was riding in as a passenger crashed while making a landing approach at a private airstrip west of the community of Ruch. Springer was well-known in the community as the author of the weekly "Cop's Corner" column in a local newspaper.
