Mesto bylo založeno v prubehu kolonizace podhurí Orlických hor, když pruh zeme v okolí Rychnova táhnoucí se smerem do hor obdržel od Premysla Otakara II. Herman z Drnholce.
Roku 1488 obdržel Rychnov od Vladislava II. právo na mestský znak - na cerveném štíte leží jelen, desaterák, s hlavou otocenou vlevo, v prirozených barvách, na nem sedí panna v modrých šatech podávající jelenu pravou rukou dvojité zelené lekno.
