Non-Repatriated Soldiers Monument is 13' tall by 6.75' square. It honors fallen Civil War soldiers whose bodies were not returned to Connecticut. The polished granite monument has a stepped base, a tall central shaft, a gabled pyramidal top, and is topped by a sphere. The monument was erected in the Civil War burial of section of Forest View Cemetery in 1900. The south face of the monument contains the dedication and the remaining faces contain lists of soldiers' names together with their companies and regiments.

The south face contains the raised Seal of Connecticut within a recessed circle and is inscribed:
