This is an old German Benchmark located at the town hall (German: Rathaus) in Stuttgart-Vaihingen, Germany, Baden-Württemberg.
The year of creation is unknown. But the empty space below the eagle seems to be from a removed swastika (Hakenkreuz) of the Nazis.
It is located at the right corner at the 'Ernst-Kachel-Straße', about 50cm above the ground.
