The original stone Devil's Backbone dam was built in the early 1800s and used by a flour mill located at the site. In the early 20th century power companies used the dam to generate electricity. In the 1960s the site was turned over to Washington County and became a park. My the early 20th century it was found the dam was in a deteriorating condition and had become unstable. After a several year study it was decided to rehabilitate the dam. The rehabilitation was completed in 2011.
