This is one of a group of sculptures depicting strange beings.
This one depicts a woman with multiple faces, a contorted neck, arms sprouting rainbow colored webbed wings and legs that turn into spiral tentacle-like appendages. The figure also has a blue crest.

Unfortunately there is no sign at the site indicating the artist, title or date.
