A small fountain made out of a block of columnar basalt that is part of a sculpture grouping by artist John Hoge called "Cascade Council Ring".

This fountain is part of a sitting area/sculpture by John Hoge. A polished bowl is hollowed out of the hunk of columnar basalt and water fills this bowl and spills over the edge of it. I've included the picture of the entire grouping in the gallery, if you're interested.
This fountain is located at the entrance of the Dumas Bay Centre, a city owned retreat facility that overlooks Dumas Bay and the Puget Sound.
