Bert Brandon is to be released from a jail term for espionage. During his sentence he has been trying to do a deal with the authorities, claiming to have evidence that would implicate government ministers. Gambit has been sharing a cell with Brandon and Steed has Brandon followed on his release. Brandon is also being followed by freelance communists Poole and Roach.

Poole and Roach ambush Brandon and kill him. Unfortunately they do not find what Brandon has retrieved, somewhere along a dead end road. The only lead either side have is that Brandon had a business partner in the area. Steed and Purdey find that Brandon had asked for a package to be sent to his daughter. Steed takes the package from the daughter. It just contains a book called the Tale of the Big Why.

Steed eventually manages to work out that the Big Why is actually the Y in Surrey on the map of Surrey. Steed and Gambit go to the area and unearth a tin box with photos in it. They are relieved of the box at gunpoint by Brandon’s daughter who flys in to the area. She in turn is relieved of the box by Poole and Roach.

Poole and Roach find rocks in the box and decide to kidnap Purdey. They agree a swap in a disused quarry. Steed and Gambit manage to overcome Poole and Roach with Purdey’s help. The photos reveal that a senior civil servant was being paid by a KGB spy master.
