Ther's no plaque with details about this squirting fountain.
It's year of creation is unknown but the park and the old buildings around have been created in the 19th centery.
There's a second simular fountain located nearby.
You have to enter the Wilhelma! So you have to pay an entrance fee to get access to the fountain!
