This overlook is at the Pennsylvania Welcome Center on South Bound Rt 15 when traveling from NY to PA, and is beautiful at night. It might not be as bright as big city overlooks, but some of us love small towns just the same. Tioga, PA is small, with a population just under 700, but it is SLOWLY growing. At least according to the last census. As far as I can tell the overlook is available all night, since it is a highway rest stop.
