The Perry house was built in 1843 for Judge Thomas Perry. The house is in transitional style between Greek Revival and Federal styles. The two-and-a-half story brick house has a front portico and a side portico. The house has a stepped parapet gable roof with gable dormers.

Thomas Perry served in the United States Congress for one term, 1845-1847. Following his time in Congress he served as an associate judge of the sixth judicial district of Maryland.

The house was then owned by the Oliver Cromwell Gephart who was a successful businessman in several different businesses. He later became a judge also. The house stayed in the Gephart and descendants family for 120 years.

In 1999 the house was purchased by Mrs. Jeanette Gilchrist and donated to the Cumberland Cultural Foundation for the purpose of creating a gallery.
