There is a battle on in Great Pelfe between property developers and conservationists. Proponents of each side are vying for a seat on the local council. At a public meeting Maureen Stubbs from the Midsomer Conservation Society accuses builder Geoff Rogers and Councillor James Otley of complicity in granting planning permission in Great Pelfe. Maureen is late found stabbed in the grounds of Norman Swanscombe’s house. Norman Swanscombe is pro development and is standing for the council.
Clifford Bunting, an architect for the new development is burgled. He is later found crushed to death in the electric doors at Swanscombe House. Later on Geoff Rogers is found dead, set in concrete in his Range Rover. The autopsy on Rogers reveals he was tranquilised by ketamine before he was set in concrete. Ketamine is used by vets, and James Otley is a vet.
In the end Barnaby deduces that the local planning officer, Liz Gerrard, is the killer, killing her co conspirators in a property development scam. She had been Otley’s lover and stolen the ketamine for Roger’s murder.
