The Police Memorial close to downtown Houston was built in 1990 by artist Jesus B. Moroles. The project cost over $600,000 to design and build. It is shaped like a Greek cross that consists of five stepped pyramids (otherwise known as a ziggurat design), and rises 12 ½ feet above ground level... While this height may not seem much, it is just enough to offer a nice view of Houston's cityscape: something hard to accomplish as Houston's topography is rather flat all around.
