The plaque is at the base of a flag pole in front of Stockton's city hall. The plaque reads:

"On December 7, 1941,
this country’s unpreparedness
invited a surprise attack
on Pearl Harbor.
Which plunged us into a costly war
and taught us that
the price of peace is preparedness.

REMEMBER PEARL HARBOR."
