The time capsule was sealed in the rear of the world's first UFO landing pad on the date of its official opening by Paul Hellyer, Minister of National Defense, who flew in by helicopter to officially open the Pad.

The UFO landing pad and the time capsule were Centennial projects by the City of St. Paul and the Jaycees respectively, in commemoration of Canada's 100th birthday, on July 1st, 1967. The time capsule is to by opened 100 years later, on June 3rd, 2067.

The plaque reads:
