The plaque reads:

'High Speed
Britain's First High Speed Railway
This stone commemorates the official opening
of High-Speed 1 and St Pancras International
by Her Majesty the Queen accompanied by
His Royal Highness the Duke of Edinburgh
on 6th November 2007'

It is located between the main international terminals and the underground at ground level.
