This bench is located in one of the bastions of the almighty fortress of Elvas - a place recently classified as UNESCO site - together with several homage boards and a few tombs of British officers who fought and died the Peninsular War (Napoleonic Wars).
Most of the monuments are about the Siege of Badajoz, a nearby border Spanish town, taken by a Portuguese-British joint force. Now, why is this dedicated bench here and who was Victor Hunter Reynolds. Let's read the plate on the bench then:

And to regognize his services to the Allied cause in World War II
assisting the escape of Allied servicemen and refugees from occupied Europe through Spain and Portugal.
His lifelong interest in this place was a reflection of his admiration for the 1st Duke of Wellington.
