Father Baker entered into service with the Church in 1870, after serving in the Civil War and as a businessman in New York. He was ordained in 1876.
During the course of his service, he championed the causes of the less fortunate everywhere he went. Despite advancement within the Diocese in Buffalo, he maintained his service to those who needed it. He oversaw the construction of Our Lady Victory Basilica in Lackawanna, which was consecrated in 1926.
Father Baker died in 1936.
In 1987 The Congregation for the Causes of Saints approved Father Baker's cause.

Father Baker devoted his parish life to the advancement of those less fortunate. Countless men, women and children were afforded some degree of comfort through his efforts and those of the shelter and church staffs he oversaw.
