This cowboy is on the main entrance road from the south entrance to the Santa Barbara Fairgrounds.

From the Smithsonian AIC Description:

A cowboy astride his horse holding the reins with both hands near the handle of his saddle. His head is bowed slightly. He wears a cowboy hat, chaps and spurs. The sculpture is mounted atop a tall, rectangular base.

A plaque on the front pedestal reads:
