Richmond Memorial Library was a gift to the Batavia School District by Mary E. Richmond in 1889, as a memorial to her youngest son, Dean Richmond, Jr. In 1979, a federally-funded addition tripled the size of the original building, making it accessible to the handicapped and allowing for a variety of programs and services.

The Library is chartered to serve the Batavia City School District, but in fact, serves all of Genesee County. Approximately ninety percent of funding comes from the Batavia School District, while the remaining ten percent comes from delinquent fees, State and County aid, and various grants and donations.
