This looks to be a very old Public Land Survey Mark, date currently unknown. It is located at Fish Hatchery Park in Bedford, NS

This Public Land Survey Mark is located very close to what used to be a fish hatchery site, thus the name of the park.
There are a few web sites that suggest the WD means War Department. Given that there are quite a few similarly marked stones in UK, and given the pre-Canada-confederation military presence of England in this area of Nova Scotia, it is believed that this is a UK War Dept PLSM.
It is unknown if these two stones were originally place here side by side, or if one or both have been moved from their original locations. It is unusual to see two such stones so close together.

A few meters to the right of these marking stones, is a beautiful monument in remembrance of some war veterans. This monument has been documented in waymarking.com as Men of Bedford - Bedford, NS.
