The E. M. Viquesney "Spirit of the American Doughboy" Database has the following description:

On mound at the top of a series of ten steps leading up to the four large plaques on the lawn of Carter County Courthouse on Main Street. The left plaque inscription reads:

DEDICATED TO THE MEMORY OF
OUR COMRADES FROM CARTER COUNTY
WHO ENTERED THE SERVICE
OF THEIR COUNTRY,
THOSE WHO WERE WOUNDED AND
THOSE WHO GAVE UP THEIR LIVES
IN THE WORLD WAR OF 1917 – 1918

SPONSORED BY
MOORE-ARMSTRONG POST NO. 138, AMERICAN LEGION
WILLIE C. LEWIS POST NO. 156, AMERICAN LEGION
CARTER COUNTY FISCAL COURT
(followed by names of nine committee members)

The other three plaques contain about 1,000 names.

The dedication date doesn’t appear and attempts to learn it haven’t yet been successful. It’s been reported however, that Viquesney wrote a solicitation June 11, 1935 to those active in the fundraising activities. Since those activities had apparently already begun, it could have been dedicated November 11, 1935 and was likely dedicated no later than a date in 1936."

From the Smithsonian Database:

"Figure of a World War I infantryman in uniform with field pack, advancing through the stumps and barbed wire of No Man's Land. He holds a rifle in his proper left hand and a grenade in his upraised proper right hand. The soldier stands on a small concrete base on top of a man-made knoll. The memorial is lit by spotlights. Three steps lead up to the memorial.
