Wat Saimoon is a Myanmar Buddhist temple, in the Thai city of Chiang Mai, inside the moat. As with many, but not all, Buddhist temples, this temple has bells. In tho case, two bells, each hanging from a wooden frame. According to the inscription above the main entrance the Wat was constructed in 1993. Entry to the Wat is unrestricted, but a small donation is always welcome—and you can ring the bells!
