Um alle Raumwünsche zu erfüllen und in der Flächenausdehnung und im Volumen den Maßstab der gebauten Umgebung nicht zu sprengen, konzipierte Lackner das Pfarrzentrum St. Norbert zweigeschossig und hob den Liturgiefeierraum ins erste Obergeschoss. Über den als „Haus unter Häusern“ entwickelten Sockelbaukörper stülpte er eine Wand- und Deckenhülle als konstruktiv und formal unabhängiges Element.
