This memorial bas-relief depicts the Vietnamese protestation against the taxation imposed by the French in the early twentieth century.

In 1908 when an anti-tax campaign broke out in central Vietnam, the French blamed the modernizing scholars and arrested a number of them. In Hue, French troops responded to a peaceful demonstration by shooting into the crowd.

Ho Chi Minh, the country's liberator from foreign colonialism was around fifteen at the time. He witnessed this violence, and it would mark him for many years.
