There is no fee to visit the Museum of London.
The placard accompanying the window reads:

"Stained glass-panel 1660-1700

By 1824, there were 150 parishes within the
metropolitan area, each wth a parish clerk.
London's local government depended upon these
clerks. Those in the City of London drew up the bills
of mortality of their parishes. The two stained-glass
panels of St. Cecelia and King David represent the
parish clerks' responsibility for church music."

The sign doesn't really adequately inform us about the window which depicts an image that appears to be a coat of arms above four small panels ...two depicting men..presumably the clerks...and two depicting fantasy scenes..with a stringed instrument seen in one of the panels.
