The Soldiers and Sailors Monument honors the Civil War soldiers and sailors from South Portland and Cape Elizabeth, Maine. A 6' high white bronze figure of a Union soldier stands on a 14' by 8' by 8' polished granite base. The soldier stands erect with a rifle turned sideways and held vertically with the rifle butt in front of his right leg. He is holding the barrel of the rifle with both hands , left over right. The uniform includes knee-length jacket, cape, and cap. The multi-tiered base is decorated with crossed cannons, a capstan, and an anchor and rope.

The monument was created by F. H. Thompson, architect. Andrew Sawyer, was the landscape architect for the project. It was dedicated in 1897.

The front of the base is inscribed:

IN HONOR OF OUR
PATRIOT SOLDIERS AND SAILORS
1861-1865

Below the inscription is the date:

On the rear of the base:
