The sundial is next to NOAA's solar observatory in Boulder Colorado. The solar observatory is managed by the Space Environment Center which provide forecasts of solar activity for the US.
You will have to walk to this location. Your best bet is parking on Dartmouth Avenue, to the south. There are rumors they will fence this entire area off, but at this time it is still open for walk throughs. There are a lot of Prairie Dogs gaurding this one.
