The use of the term 'Jolly' is an obvious advertising ploy for a pub. It is fairly common to find a 'jolly' pub (Toppers, Carter, Beggar, Brewer, Friar and so on).

The sailor may get a mention here for a number of reasons. Where we have an inland sailor, it is quite probable that the sailor in question is the landlord who has retired from the sea and has managed to accrue a nest egg sufficient to buy his own pub.
