Several personnel of the Ministry of TSI have been murdered, seemingly by other members of staff. The suspicious members of staff all have the characteristics of an enemy agent Boris Kartovski. Unfortunately Steed shot Kartovski five years earlier. The plot shifts to a nearby hospital where several staff members have been treated. Apparently the hospital has managed to keep Kartovski alive and want to transfer Kartovski’s personality to a third party in order that Kartovski may live. Obviously Steed and Tara manage to foil this plan.
The Ministry of TSI gates are in reality the back entrance of Brocket Hall, with signs added.
