Im Jahre 1878kam das Reichskriegsministerium zur Einsicht, dass der von Süden einfallende Gegner schon in der Flitscher Klause aufzuhalten sei und den Zugang zum Predilpass durch das Kornitnicatal den italienischen Truppen unmöglich zu machen. Daraufhin entstand an dem früheren Standort der "Veste an der Flitscher Klause" die 1796 in französischen Besitz geraten und zerstört worden war, im Jahre1881 die Straßensperre "Flitscher Klause".
1898 bis 1900 wurde das veralterte Bollwerk modernisiert und erweitert. So entstand auch das 114m höher gelegene Werk Hermann am westlichen Rombonhang,
Der Bau wurde mit wesentlich mehr Betonanteil gebaut und erhielt nur noch beschränkt eine Granitverkleidung. Das Werk kann man als eine Art Übergangstype zu den nachfolgenden Werken auf den Hochflächen der 7 Gemeinden ansehen.
Der Bruchstein wurde aus einem in eigener Regie eröffneten Steinbruch in nächster Nähe gewonnen. Alle aus Martinsflußeisen bestehenden Panzerungen wurden von den Skodawerken in Pilsen geliefert.
