A competition was held in 1852 for a design for a new town hall by Leeds council. At the time Leeds was a rich town based on woollen textiles. The council wanted a grand design as a statement of the town’s wealth. However this was always a controversial idea and they had trouble raising enough funds.
The winning design by Cuthbert Broderick included a tower. However there weren’t sufficient funds for this and so work started on the building without a tower.
Later on more funds were raised, to allow the tower to be built. The town hall was completed in 1858, and the tower in 1859.
Later on funds had been raised and the building was finished off with the addition of the four lions. They were sculpted from portland stone by William Day Keyworth of London and sited in 1867.
