I assume it has to do with the Salt Lake City NBA team, The Jazz. This dates to about the time John Stockton and Karl Malone plyed well together in SLC, but could never beat Michael Jordan and the Bulls in the playoffs.
Hwy 24 is a nice "blue highway" with great scenery for 160 miles.
