Duncombe - Railway Street, Hertford, Hertfordshire, UK.

This is a modern building and the pub name seems to have no obvious link with Hertford. There is, however, a school locally sharing the Duncombe name. See description for update.

Deo, Regi, Partiae is Latin for God, King, Country. The Duncombe family is from North Yorkshire.
However, a note from the reviewer sheds light on the subject:-
"Thomas Duncombe
Radical Whig MP for Hertford from 1826-32 and political rival to the [Tory] Dimsdale Family. The elections in which he partook were regarded as controversial and corrupt and steeped in allegations of violent intimidation."
Thanks B&B.
