Windsor Great Park is open to the public - at least during hours of daylight. Permit holders are allowed entry at the gates and can drive around the Royal estate. It is unlikely they will be stopped for speeding, but if they are, they might get caught out if they claim their speedometer is no use for 38 MPH - which is almost exactly 60 KM/H.
