On the northern side of Phnom Penh is a significantly sized lake, the Boeng Kak. From several spots along the northern shore of this lake views toward the centre of the city of Phnom Penh can be had. This area is easily reached by private transport, or local bus (if you are feeling adventurous).
By no means is this an official lookout, at the current time it is an area under construction, reconstruction and refurbishment. The entire northern side of the lake is filled with rather ramshackle structures, and works in progress. It is entirely possible that in twelve months this area will be a new restaurant. However, I am sure that there will always be a lookout in this general vicinity. From here, there is a good view of the centre of Phnom Penh.
* note, not the best area of town. Views at night—travel in a group. However, the way Phnom Penh is upgrading itself in several years this area will be filled with condos and cafes.
