Daun (Grandma) Penh is the legendary founder of the city of Phnom Penh.
According to the legend, the elderly nun, Penh, found statues of the Buddha floating down the Mekong river inside a tree. She brought them ashore, and then instructed the local people to build a hill and then a Wat on that hill, to house the statues. This is Wat Phnom, which still stands, and is an important part of the modern city.
This statue of Daun Penh is found to the immediate south of Wat Phnom, and is clearly of recent construction. She stands in a rather stiff pose, gazing towards the Wat built by herself and her followers. There are no information plaques present.
