Each capital city of each Thai province has a 'City Pillar Shrine'. These shrines represent the centre and the spirit of the city and the province. In Thai the term is 'Lak Mu-eang' (very difficult for a western to pronounce).

The province of Sa-Kaeo (Sowl-Kowl) is one of the newer provinces of Thailand, created in 1993. Its principal town of note is not the provincial capital, but the bustling town of Aranyaprathet, which is the major land route between Thailand and Cambodia. The town of Sa-Kaeo itself is small, and spread along the main highway (route 33).

The shrine itself lies on the eastern outer edge of the city (~4km from the city centre), in the Tha Kasem Sub-district. It is easily seen from the road. It is a large and attractive structure. The shrine is in the Kymer style (reminiscent of Angkor Wat, Cambodia), and was consecrated in 1996. It comprises an elevated main prang (a tall, finger like, carved spire), ~7m wide and ~19m high, which is surrounded by four small, equidistant prangs, all facing south. The five prangs are white in colour. Within the shrine stands the golden plated city pillar made of Chaiyaphruek or cassia wood, ~3m high and ~40cm in diameter. The interior of the shrine is richly adorned, and also contains two plaques which describe the history of the province and the shrine.

The grounds are well designed and attractive, they include statues and iconic images of the country and the province.
