Named for Stephen A. Douglas, an eminent lawyer, Secretary of State (1840), Representative to Congress (1843–1847), United States Senator (1847–1861), and candidate for the Presidency in 1860.

The original courthouse was finished in 1868, and is in the center of the city of Tuscola. The original cost of the building was $42,000, including the furnishings and interior decorations, and many additions to the furniture have been made since then
