NSW State Survey Mark, not numbered for whatever reason. I can only speculate that as it is right next to the Bell Trig Station someone changed their mind and decided to put a Geodetic Station on that spot instead and abandoned the marker, so it was never registered and has no number.
It is on top of Watertrough Hill on the Bells Line of Road near Bell, NSW.
