A clearly non-functional town clock near a major Thai Wat.

I was visiting the nearby Wat Phra Phutthabat (WM8HH1) when I saw this surprisingly dysfunctional clock from the main road.
The tower clock is situated in the centre of the road running off from the main road (Phahonyothin #1) leading into a suburb of the district. The four faces of the clock are all clearly visible, but all are missing their hands, however, the clocks show no sign of external damage, in fact the clock looks relatively unscathed by the passage of time. I can only surmise that the clock was under construction (May 2010), and that in the due passage of time, the clock will be fully functional.
The inscription reads (as it was translated to me): Town Clock, district of Phutthabat.
