Very tall piece. One of 2 pieces located on the Courthouse grounds. 2 major Civil war battles were held in the Franklin area, Irish Bend and Bisland.Area is also rich in history. This piece was placed in 1913 by the citizens of St. Mary Parish.

Brief descriptipon of the piece taken from the Smithsonian website states
A figure of a soldier, dressed in uniform including a brimmed hat. He stands with both hands grasping the barrel of a rifle with butt of rifle on ground near his proper right foot. Figure is mounted atop a tall, multi-tiered, inscribed base, with a relief of a flag on its front.
