I have not seen this before in Thailand, a bell, of the type one would normally expect to find in a Buddhist Wat, outside a hotel entrance. The bell is part of the front entrance decoration, and it is associated with displays of the Thai flag. I asked the day manager, and I was told that it is permissible strike the bell. There is a wooden bell ringer attached to the bell. The bell is in the public area of the hotel, visitors can approach.

The hotel is the Wangtai [pronounced 'Wung-TAI'], one of the older hotels in the town of Surat Thani, in southern Thailand. It is a pleasant hotel, good rooms, swimming pool, and gym. $25us a day with breakfast. You could do worse than to stay here, if you are in the region. (visit link)
