The area near the confluence of the James and Appomattox Rivers was first settled by the English in 1613. Thomas Dale sailed west from Jamestown to find new sites for colonization. The bluff overlooking the two rivers has gone by many different names: Bermuda City, Charles City, Charles City Point, City Point, and now Hopewell.

City Point is famous for its use as headquarters by General Ulysses S. Grant and the United States Army in 1864-65 during the Civil War siege of Petersburg. President Abraham Lincoln made two visits to City Point to confer with Grant and to monitor the progress of the war.

Modern development started in 1914 when the DuPont Company built a plant to manufacture dynamite and later guncotton during World War I. The independent city of Hopewell, named after the English ship Hopewell that landed in August 1635, was founded in 1916, and it annexed the neighboring town of City Point in 1923.
